Job Title: Powder Plant Technical Manager

Job Description:


The Powder Plant Technical Manager provides the leadership and management of the 
production activities for two to three polyacrylamide powder manufacturing plants.  
The position coordinates with production planning, QA/QC, maintenance, and shipping to 
ensure production schedules are met while maintaining a safe and efficient operation.  
The Powder Plant Technical Manager is responsible for the continual improvement of all 
key performance indicators for the manufacturing plants including HSSE, productivity, 
quality, waste, personnel, and maintenance.
 
ESSENTIAL FUNCTIONS:
Ensure all personnel are accountable for HSSE responsibilities including safety 
meetings, toolbox meetings, haz-cards, incident/accident reporting, root cause 
analysis, corrective/preventive action item closure, house-keeping, Process Safety 
Management, etc…
Ensure all personnel mitigate/minimize/eliminate spills, leaks, releases, and the 
potential of all of these.
Ensure all operating permit parameters are met at all times
Investigate appropriately all HSSE incidents to identify root causes and appropriate 
corrective/preventive actions
Investigate/identify causes of waste generation in order to minimize the amount of 
waste generated
Hold all personnel accountable to established policies and procedures in order to 
minimize/eliminate production that does not meet product specifications
Ensure equipment is maintained in the condition that is required to minimize/eliminate 
production that does not meet product specifications
Continually optimize production operations to maximize the Efficiency and On-Stream-
Time of the manufacturing equipment.
Optimize raw material/supply inventories while minimizing product inventories to match 
planning/logistics shipping/inventory requirements
Apply trouble shooting/problem solving techniques and resources as required to quickly 
respond to many varieties of operational and personnel issues that may occur
Identify, communicate, and eliminate production bottlenecks with 
Engineering/Maintenance in order to continually maximize production capacities
Conduct thorough/appropriate non-conforming product and customer complaint 
investigations necessary to identify root causes and effective corrective/preventive 
action to continuously reduce the amount of off-spec production and customer 
complaints
Ensure labor resources and costs are optimized to meet the operational demands of the 
plants
Build and sustain a team oriented and accountable culture in the plants
Support the hiring and training of employees in order to minimize turn-over
Generate and execute personnel development and succession plans for all levels in the 
plant
Routinely assume responsibility for tasks outside the department to ensure plant 
objectives are met
 
 DEPARTMENT SPECIFIC/NON-ESSENTIAL FUNCTIONS:
Support cross plant/departmental teams and projects as necessary
Represent the company in off-site events as necessary
Maintain monthly plant documentation including monthly departmental reports
 
ORGANIZATIONAL RELATIONSHIPS/SCOPE:
The Technical Manager reports directly to the Plant Manager
Supervisors reporting directly to the Technical Manager include Production Foreman, 
Shift Supervisors and Polymerization Supervisors
The Technical Manager is responsible for setting and executing plant action plans 
necessary to achieve the organizational goals
 
MINIMUM REQUIREMENTS:
Chemical or Mechanical Engineering degree required
Five to ten years of chemical manufacturing leadership
Powder chemical manufacturing experience preferred
Lean Manufacturing application experience
Manufacturing supervision experience
Successful team leadership/development track record
Proven track record of focusing on safety, quality, production, and environmental 
matters
Superior communication (verbal & written), ability to motivate, prioritize, and 
organize in a dynamic, fast-paced manufacturing environment
Microsoft Office Applications, including extensive Access utilization and Minitab
Know the OSHA, NFPA, EPA, and other manufacturing governing 
requirements/permits/regulations
Must be able to successfully function in an often undefined and conflicting 
organization
